Ukrainian President Volodymyr Zelensky announced that his country had officially received a proposal from the United States on Friday regarding a rare earth elements agreement.
In a press conference in Kyiv, Zelensky mentioned that the draft agreement, prepared by the United States, was officially delivered to Ukraine today, and that relevant experts will examine the document.
Zelensky pointed out that he would approve a version of the agreement that is suitable for Ukraine. He added, "If there is a risky situation for us, I will, of course, share it with our people without any reservations."
He further emphasized: "Under the agreement, we will not accept debt, this is very clear to me, and I don't see it. At least for now, we are talking about the past. If there is any possibility of new support packages, the United States is likely to impose certain conditions."
Zelensky also discussed the agreement recently reached with the United States in Saudi Arabia, which aims to ensure a ceasefire with Russia in the Black Sea and in energy infrastructure.
He stressed the need for a mechanism to monitor the ceasefire, noting that without it, the agreements would not be successful.
He stated that the United States assessed this issue for the first time, adding, "We were informed that Washington will then consult with Saudi Arabia, Turkey, and some European countries to determine whether they are ready to carry out monitoring operations."
The Ukrainian president noted that Saudi Arabia does not have the necessary means to monitor the ceasefire regarding energy infrastructure.
However, he said, "For example, I understand the logic that one of the countries that can monitor security in the Black Sea is Turkey."
Regarding Russian President Vladimir Putin's proposal to form a "temporary administration" in Kyiv for negotiations, Zelensky said that Putin had attacked Ukraine and that "his statement is just an attempt to prolong the war. All he is doing is delaying the negotiation process and the possibility of taking steps to end the war."
Since February 24, 2022, Russia has been conducting a military invasion of neighboring Ukraine, demanding that Kyiv abandon its ambitions to join Western military alliances, which Ukraine considers as "interference" in its internal affairs.
