    During a news conference on Thursday with French President Emmanuel Macron, Biden is willing to speak with Putin if he wants a way to end the war. The White House appeared to have used Biden's remarks as a cautious diplomatic overture. When questioned about those remarks on Friday, Kirby mentioned that Biden claimed Putin hadn't shown any interest in speaking.
    The President did not at all imply that negotiations should begin right away. Kirby has consistently maintained that only Ukrainian President Zelenskyy can decide whether and when a settlement will be negotiated and what the circumstances surrounding that settlement would entail.

    Before any negotiations could begin, the Kremlin declared that the West must accept Putin's declaration that the southern Ukrainian region of Kherson and three other partially occupied regions now belong to Russia.

    The majority of nations have denounced Russia's invasion as unlawful. Millions of Ukrainians are without heat, water, or electricity as winter approaches due to missile attacks by Russia on Ukraine's power infrastructure.

On Thursday, France declared its support for establishing a special court to judge those charged with war crimes in Ukraine. The position taken by France "outrages" Russia, according to its foreign ministry on Friday.
