COP26 in Glasgow: Who is going and who is not?

Here are some of the delegates who have confirmed they will attend COP 26 summit in person and those who have not.

Time to RSVP! Several prominent leaders have yet to say if they will attend the UN COP26 climate summit in Glasgow in person next month, which Britain’s Queen Elizabeth commented on in a moment caught on an open microphone.

Here are some of the delegates who have confirmed they will attend in person and those who have not:

Confirmed

  1. US President Joe Biden, along with climate envoy John Kerry and domestic climate adviser and former EPA Administrator Gina McCarthy. The White House says 10 other cabinet officials will also be present.
  2. Queen Elizabeth, Prince Charles and Prince William along with Camilla, Duchess of Cornwall, and Kate, Duchess of Cambridge.
  3. Israeli Prime Minister Naftali Bennett
  4. Australian Prime Minister Scott Morrison confirmed he will go.
  5. President Recep Tayyip Erdogan will attend after Turkey’s parliament ratified the Paris climate agreement last month.
  6. French President Emmanuel Macron
  7. Canadian Prime Minister Justin Trudeau is expected to announce that he will attend closer to the start date, according to a government source.
  8. Italian Prime Minister Mario Draghi
  9. Colombian President Ivan Duque
  10. Swedish Prime Minister Stefan Lofven
  11. Swiss President Guy Parmelin
  12. South Korean President Moon Jae-in is expected to attend, but the presidency has not made an official announcement yet.
  13. Democratic Republic of Congo’s President Felix Tshisekedi, current chair of the African Union.
  14. Nigerian President Muhammadu Buhari-Ghana’s President Nana Akufo-Addo
  15. Argentinian President Alberto Fernandez
  16. Indian Prime Minister Narendra Modi

Out or still to confirm

  1. China’s Xi Jinping will reportedly not be there in person. China will likely be represented by vice-environment minister Zhao Yingmin along with the veteran Xie Zhenhua, who was reappointed as the country’s top climate envoy earlier this year following a three-year hiatus.
  2. Pope Francis is not now expected to attend. A Vatican source said there was a possibility that the pope would address the conference by video or that Cardinal Secretary of State Pietro Parolin would read a message on his behalf.
  3. Brazilian President Jair Bolsonaro and Vice President Hamilton Mourao, who has sometimes been the point man for environment, are not going.
  4. The Kremlin has not yet announced if Russian President Vladimir Putin will attend.
  5. Mexican President Andres Manuel Lopez Obrador is not going and Mexico may not send anyone because of pandemic restrictions and costs.
  6. South African President Cyril Ramaphosa is not going because of local elections on Nov. 1.
  7. New Japanese Prime Minister Fumio Kishida has said he is still considering how he will participate, including the possibility of taking part online.
